Like the CTO, a CIO is expected to be something of a clairvoyant when it comes to choosing a technology on which to base their companies' IT operations.  However, unlike the CTO, a CIO is typically not expected to get out ahead of the pack (it's always nice, if it translates to a positive addition to the bottom line–but not essential).  So long as they choose wisely, that is not where the risk really lies; a good CIO can make do with some very old–and inexpensive–infrastructure and still be a great success.

Does your CIO have what it takes to stay on top of today's ever-changing software?  Do they know their own limitations?  Will you learn of potential shortcomings only after a hacker has 'published' your internal client list–complete with credit card information?  Do you know how to evaluate these risks?
